    Preface Introduction:

    As public awareness grows around the safety of food and pharmaceuticals, the necessity for rapid and reliable detection technology has become more apparent than ever. With increasing demand for transparency in product composition, the Food and Drug Crime Investigation Bureau in China has prioritized quick response capabilities to combat illegal additives in consumer products.     Industry Overview

    On March 28, 2014, Hua Jingfeng, Deputy Director of the Public Security Bureau of the Ministry of Public Security, announced that China would establish a specialized Bureau of Food and Drug Crime Investigation to strengthen efforts in combating food and drug-related crimes, ensuring public “safety at the dinner table.” Pilot programs were initiated in multiple regions.  

    In early 2019, the Ministry of Public Security consolidated related responsibilities across multiple departments to officially form the Food and Drug Crime Investigation Bureau.  

    On June 27, 2019, the Ministry held a press conference where the bureau made its first public appearance. During the conference, the Director of the Food and Drug Crime Investigation Bureau outlined three primary responsibilities.  

    On December 4, 2023, an unveiling ceremony was held in Beijing for the laboratory specializing in rapid testing and analysis for food, drug, and environmental crimes.  

    The Necessity of Rapid Testing

    Challenges in Detecting Case Leads:  

    When examining food and drug packaging on the market, authorities typically review the production date, batch number, and similar details. However, the outer packaging does not reveal if any illegal additives prohibited by national regulations are present inside.  

    Timeliness of Evidence Preservation:  

    Given the perishable nature of food, drugs, and environmental samples, the timeliness of evidence preservation is crucial. Rapidly establishing the investigation’s scope is essential; delays in identifying issues could result in the loss of critical evidence.  

    Challenges in Departmental Collaboration:

    Initially, the Food and Drug Investigation Bureau worked closely with local Food and Drug Regulatory authorities for joint law enforcement or case transfers. However, due to cross-departmental cooperation, following up on cases, confirming evidence, and controlling responsible individuals promptly has been challenging.  

    Rapid Testing Equipment

    Rapid testing equipment can be used on-site for food, drug, and environmental concerns. With detection times ranging from 5 to 30 minutes and an accuracy rate of over 98%, it can quickly identify the type of illegal additive present.

    An initial test helps narrow the scope, quickly identifying the illegal additive, enabling authorities to secure evidence promptly and providing a foundation for future formal laboratory reports.

    Establishing rapid testing laboratories enables immediate validation of any issues, enhancing mobility and operational control throughout the investigation. The primary focus is on criminal offenses, while routine food and drug regulation remains the responsibility of other related administrative departments.
